The biggest threat to your children on a Halloween not taking place in a pandemic is being struck my motor vehicles because it is dark and they are small and their costumes might not be very reflective.
This year you should obviously be buying an assortment pack of candy, keeping your kids home, and watching their favourite seasonal movies with them. But for future non-pandemic-year Halloweens, here’s some real safety advice:
While trick-or-treating:
*Glowstick necklaces/bracelets and/or reflective tape both make your children more noticeable to drivers.
*Carry a flashlight with a bright bulb and a good battery.
*Emphasize and model good road-crossing safety to your children. Only cross the street at crosswalks, look and listen both ways, make sure cars have come to a full stop before walking out in front of them.
At home:
*Make sure all of your razor blades, drugs, etc. are accounted for and in secure, child-resistant locations.
*Warn your children not to take your drugs, even the ones that look like they might be sweets. Kevin Toston ate a capsule from his uncle’s heroin stash and died. His family sprinkled some onto his Halloween candy after the fact as a cover-up.
*Do not intentionally poison your children. Timothy O’Bryan was given cyanide-laced Pixy Stix by his father, who also gave some to his sister and three other children to make it look like a random attack. The other children didn’t eat the candy and survived.
*Have the Poison Control Center phone number at hand, just in case.

Notable recent (pre-COVID) grants of sentence reductions from coast to coast using § 3582(c)(1)(A) ... as FAMM urges thousand more filings in response to coronavirus
As regular readers know, in lots of prior posts since enactment of the FIRST STEP Act, I have made much of a key provision that Act which allows federal courts to directly reduce sentences under the (so-called compassionate release) statutory provisions of 18 U.S.C. § 3582(c)(1)(A) without awaiting a motion by the Bureau of Prisons. I have long considered this provision a big deal because I have long thought that, if applied appropriately and robustly, this provision could and should enable many hundreds (and perhaps many thousands) of federal prisoners to have excessive prison sentences reduced.
A few weeks ago before the COVID-19 outbreak became the most urgent of stories, I was starting to notice on Westlaw a growing number of rulings granting sentencing reductions using 3582(c)(1)(A). I was drafting a detailed post on this topic when COVID started taking up all of my attention, but it now seems wise to just list some of the positive cases from the last few weeks:

I felt compelled to post this list tonight because of notable news from FAMM detailed in this press release titled "FAMM urges most vulnerable people in federal prison to immediately apply for compassionate release":
In response to the worldwide COVID-19 pandemic, FAMM sent a letter to nearly 40,000 federal prisoners today encouraging all federal prisoners who are most vulnerable to immediately apply for early release. FAMM is working with the National Association of Criminal Defense Lawyers, and Washington Lawyers’ Committee for Civil Rights and Urban Affairs to assist those who apply.
“There are thousands of sick and elderly people in federal prison whose continued incarceration serves no public safety purpose. This same population is the most vulnerable to coronavirus,” said FAMM President Kevin Ring. “They were not sentenced to death, and they should be released immediately.”
Ring noted that people in prison cannot take the same precautions that health experts have recommended to avoid contracting the virus. People in federal prison can’t practice social distancing. Moreover, the prisons are not clean and many do not have adequate medical care.
The Centers for Disease Control consider the most vulnerable to include people over 65 years old, and people with a condition that affects their lungs, heart, kidney, immune system, or who have another serious chronic medical condition. There are more than 10,000 people in federal prison who are over 60 years old. Many are in poor health.
FAMM worked with Congress to expand the compassionate release program in the First Step Act. One of the most important reforms gave people in prison the right to go to federal court and ask a judge to grant compassionate release if the Bureau of Prisons either denies a request or does not answer a request within 30 days.
“We are urging at-risk people to make the request to their wardens immediately. That starts the clock. If Congress and the president don’t act before then, the courts will have the chance to do the right thing,” said Ring.

‘gạnho Halloween có độc’ ám ảnh người Mỹ
Ngày 9/11/1970, Kevin Toston 5 tuổi, đã chết do sốc thuốc. Theo Robert A. Slottke, Trưởng phòng Cảnh sát Detroit khi ấy, cậu bé đã ăn tuyển tuyển chiêu chiêu tậpt thanh kéo được rắc heroin tại nhà chú ruột. Lượng heroin được mua thđó trong bao tử của Kevin bằng 1 viên nang.

Năm 1974, Ronald Clark O’Bryan ở bang Texas đã đầu độc con trai 8 tuổi của mình là Tymothy bằng ghéo Halloween có đựng kali xyanua. Cậu bé chết trên đường đến bệnh viện. Ông bố Ronald bị buộc tội làm thịt mổ người có chủ đích và nhận án tử hình vào năm 1984.
Hành vi giết con của Ronald có động cơ từ khoản bảo hiểm nhân thọ trị giá 60.000 đô la. Để đánh lạc hướng cơ quan điều tra, ông ta cũng phát ghéo độc cho đa dạng con nhỏ tương đốic trong khu vực. May mắn, không có ai hơic là nạn nhân của hành vi này.

Năm 1982, Thống đốc bang New Jersey đã ký 1 đạo luật, theo đó người có hành vi đầu độc bằng ghẹo, dù gây ra dòng chết hay không, vẫn lãnh án tù. Động thái được đưa ra sau khi 6 người tử vong do uống aspirin tẩm thuốc tím. Các điều tra viên không thể truy mua cỗi nguồn của chất độc, nhưng phỏng đoán chúng có trong xịlớn Halloween. Hơn 40 thành phố tại Mỹ đã hủy bỏ truyền thống xin ghéo vào năm đó.

Năm 2017, đa dạng sở cảnh sát tại Mỹ cảnh báo phụ huynh cần kiểm tra xịlớn Halloween của con mình. Khuyến cáo được đưa ra sau khi 1 phụ nữ tại Washington trình báo, trong thanh xịlớn Twix của con trai cô có đựng lưỡi dao cạo của cái gọt bút chì.

Ah, maybe you aren’t aware, but this myth is a long standing part of Halloween (in America at least) that has reached the point of being almost traditional. And I don’t mean it’s traditional to give kids things that are harmful for them. I mean it’s traditional for parents to get scared of the idea that people are going to give kids things that are harmful for them. The myth changes shape over the years. Parents have panicked over everything from razor blades in apples, to poisoned candy, to the most current non-extant threat of people giving their kids CBD or THC eatables.
The thing is though, it just doesn’t happen. There have been a few isolated cases... In 1959 Dr. William Shyne, a California dentist, handed out around 450 laxatives to unsuspecting trick-or-treaters on Halloween, giving birth to the threat of tampered Halloween candy which would spread into a mas panic inducing urban legend people still fear today.
In 1970 Kevin Trost, a five year old from Detroit, went into a coma and died on Nov 2nd. The cause of death was a suspected heroine overdose. The drug was found sprinkled on the child’s Halloween candy. However, Police later determined the child had accidentally ingested the heroine after finding his uncle’s stash. In an attempt to cover for the man, the family staged the tampered candy to try and fool authorities. It didn’t work. Sadly, news reports of the dangers of trick-or-treating had already aired before this information was uncovered and the myth grew.
In 1974 an 8 year old boy from Texas passed after consuming Pixy Stix laced with cyanide. The father, who had taken the son and a few of his friends out to trick-or-treat the night before, attempted to help police find the house where the Pixy Stix were given out. It only took a few days for investigators to locate the true culprit however. The boy’s own father. Not long before Halloween, the man had taken out life insurance policies on both of his children. He was said to have boasted to co-workers that his financial situation was about to take a turn for the better. The man, Ronald O’Bryan, was convicted and sentenced to death after a mere hour long jury deliberation. He was executed in 1984.
These cases led to panic among parents throughout the 80’s, when the Satanic Panic really started to kick off and started the war against Halloween. Despite there being no recorded cases of death caused by poisoned candy from a stranger on Halloween, the myth continues to linger and is still perpetuated by the media. Several cases of child-death on Halloween were attributed to tampered candy on local news stations despite ultimately being due to natural causes or pre-existing conditions in the child’s health. Instances of needles or razors being detected were also discovered to be pranks perpetrated by the children who “found” the tainted treat to begin with.
But to this day, no one has ever been given poison, drugs, or harmful foreign objects by strangers on Halloween. The only thing that ever happened was that some dentist in the 50s made a bunch of kids crap their pants. But let’s face it... He was a dentist. They���re all sadists anyways. They get paid to rip your teeth out with pliers and then won’t even give you pain killers...
But with the war against Halloween continuing to this day, and panic making for great news, the media continues to propagate this myth and so now we have ABC News warning people about THC candy when in reality no one is going to give that shit away for free. They’re going to keep it for themselves.
Literally no one ever is gonna just give away their weed for free. Grow up

Tuesday round-up
This morning the court will hear oral arguments in two partisan-gerrymandering cases. First up is Rucho v. Common Cause, a challenge to North Carolina’s federal congressional map, adopted by the state’s Republican-controlled legislature in 2016. Connor O’Neill previews the case for Cornell Law School’s Legal Information Institute. This morning’s second argument is in Lamone v. Benisek, in which Republican voters are challenging a single Maryland congressional district. Matt Farnum and Trevor O’Bryan have a preview for Cornell. Amy Howe previewed both cases for this blog, and Subscript Law offers a graphic explainer. At NPR, Nina Totenberg reports that “[a] year and a pivotal justice’s retirement after the high court dodged the question, those seeking to break the political stranglehold over legislative redistricting are urging the justices to draw a line beyond which the Republican and Democratic parties cannot go in entrenching their political power, sometimes for decades at a time.” At Constitution Daily, Lyle Denniston reports that “[t]he Court has been asked directly, in [Common Cause], to rule that there is no role for courts to play in overseeing partisan gerrymandering because there simply cannot be a workable formula for judging its validity.” Another preview comes from Steven Mazie at The Economist’s Espresso blog. At Slate, Richard Hasen writes that in the partisan-gerrymandering cases, and in an upcoming case involving a challenge to the federal government’s decision to add a question about citizenship to the 2020 census, Chief Justice John “Roberts could well be the only one in a position to stop a pattern in which all the Republican-appointed judges side with perceived Republican interests and all the Democratic-appointed judges side with perceived Democratic interests.”
Yesterday the court released orders from Friday’s conference. They justices did not add any new cases to their merits docket, and they declined to review a lower-court ruling holding an unnamed foreign corporation in contempt for failing to comply with a subpoena related to the Mueller investigation. This blog’s coverage, which was first published at Howe on the Court, comes from Amy Howe. For The New York Times, Adam Liptak reports that “[t]he court’s action means that the corporation must provide information to the special counsel or pay mounting financial penalties.”

Briefly:
Mark Walsh has a first-hand account of yesterday’s oral arguments in PDR Network, LLC v. Carlton & Harris Chiropractic Inc., which asks whether courts are required to accept the Federal Communications Commission’s interpretation of a statute allowing recipients of junk faxes to sue the senders for damages, and maritime-law case The Dutra Group v. Batterton, for this blog.
At E&E News, Ellen Gilmer reports that Kisor v. Wilkie, in which the justices will reconsider precedents that require courts to defer to a federal agency’s reasonable interpretation of its own regulations, “will serve as an early indication of how the newly constituted Supreme Court, which shifted to the right after Justice Anthony Kennedy retired last year, will approach the administrative state.”
At the Immigration Prof Blog, Kevin Johnson maintains that Nielsen v. Preap, in which a divided court held last week that a noncitizen does not become exempt from mandatory detention if, after he has been released from criminal custody, immigration agents do not take him into immigration custody immediately, “will not likely have a huge impact on immigration law and immigration detention.”
In the latest episode of SCOTUStalk (podcast), Amy Howe talks to Evan and Oscie Thomas about Justice Sandra Day O’Connor, the subject of Evan Thomas’ new biography.
At SCOTUS OA, Tonja Jacobi and Matthew Sag explain that just as, “starting in the mid-1990s, oral argument has mimicked changes in the political institutions toward extreme polarization, so too laughter, as a vehicle for judicial advocacy in the high-stakes fight for political dominance, follows that same tendency.”

Since The Princess Diaries, Schwartzman has acted in a few shorts, but he’s more known for being the lead singer-songwriter of the band Rooney. Additionally, Schwartzman’s written songs for films such as Palo Alto, Bad Teacher, and Nancy Drew. His solo album, Double Capricorn, is available for digital download here, with all proceeds donated to the Tibetan Healing Fund.

After the success of The Princess Diaries, von Detten guest-starred on shows such as Law & Order: SVU, Charmed, and Bones. He was also a lead on the short-lived TV show Complete Savages, and his last acting credit was as the voice of Sid in Toy Story 3.

The Princess Diaries was Flueger’s first film role, and he’s gone on to guest-star on shows such as CSI: Miami, Law & Order: SVU, and Criminal Minds. He was part of the sci-fi TV show The 4400 and now plays rookie cop Adam Ruzek on Chicago P.D. He also has a couple of films coming out later this year.
4. Hector Elizondo as Joe

Elizondo’s been in numerous film and TV productions since The Princess Diaries. Some of these include Valentine’s Day, New Year’s Eve, and The Book of Life. (He’s actually been in every one of director Garry Marshall’s films.) Elizondo also played recurring characters on Cane, Monk, and Grey’s Anatomy. His newest project, Max & Me, will premiere in 2016.
5. Sean O’Bryan as Teacher Patrick O’Connell

O’Bryan’s guest-starred on shows such as NCIS, Cold Case, and Dexter. In 2010, he was part of the short-lived TV show Persons Unknown. More recently, O’Bryan acted in New Year’s Eve and Olympus Has Fallen. He is currently filming two different movies, London Has Fallen and The Fix, both of which are set to premiere in 2015.
6. Larry Miller as Hairdresser Paolo

Miller’s had recurring roles on shows such as My Wife and Kids and 8 Simple Rules. Back in 2009, he was part of the short-lived TV show 10 Things I Hate About You, based on the film of the same name (in which he also had a role). He has three films coming out in the next couple of years, and he’s also performing stand-up. Unfortunately, Miller isn’t touring at the moment, but you can check and see when he’ll start up again here.
7. John Rhys-Davies as Viscount Mabrey

Rhys-Davies lent his voice to the iconic Gimli in The Lord of the Rings trilogy, as well as LOTR-themed video games. He was also the voice of the villain ManRay from SpongeBob SquarePants. In 2014, Rhys-Davies voiced Grand Pabbie on Once Upon a Time. He has several film and TV projects premiering in 2015, including The Shannara Chronicles and The Cove.
8. Callum Blue as Andrew Jacoby

British-born Blue went on to act in Dead Like Me, The Tudors, Smallville, and Royal Pains. In 2012, he starred in Book Club, a web series for bibliophiles. Blue has two thrillers coming out in 2015, Dartmoor Killing and The Cove, alongside his The Princess Diaries 2: Royal Engagement co-star, John Rhys-Davies.
9. Chris Pine as Nicholas Devereaux

Since The Princess Diaries 2: Royal Engagement, Pine has become a household name. He’s starred as Kirk in Star Trek and Star Trek Into Darkness. More recently, he can be seen in Into the Woods and Horrible Bosses 2. His fans call themselves “Pine-Nuts,” and created this fansite back in 2007. Look for Pine in the TV show Wet Hot American Summer: First Day of Camp coming out later this year, and Star Trek 3 in 2016.

Around the world, many countries have their own weird Halloween traditions – and some of them are downright bizarre.
Not to mention the deeply unsettling way they celebrate the festival in Somerset, where they call it ‘punkie night’.
So prepare to be chilled to your very core with these terrifying Halloween facts.
1. If you bite into a Halloween cake and hit a thimble, you’ll be unlucky in love
Part of the Halloween tradition in colonial America involved the baking of a Halloween cake.
Bakers would hide various things in the cake to tell the future. A thimble was a symbol of bad luck with the ladies or gentlemen.
Also, presumably, a sign that you’ve got a costly visit to the dentist in your near future.
2. The village of Hinton St George in Somerset celebrates ‘Punkie Night’ – its own deeply creepy Halloween celebration
The villages of Hinton St George and Lopen in Somerset have their very own twist on Halloween, and it’s dead creepy.
Historically, the tradition involved children marching around with jack o’lanterns – or ‘punkies’ – begging for candles and money, and threatening those who wouldn’t cough up. So far, so trick-or-treat, right?
Well, what makes it extra sinister, is the fact that this band of marauding youngsters is generally led by a Punkie King and Punkie Queen – and they sing a song.
The song goes:
It’s Punkie Night tonight It’s Punkie Night tonight Adam and Eve would not believe It’s Punkie Night tonight
3. Michael Myers’ mask in the movie Halloween was the face of William Shatner
Because the film had an incredibly low budget, the prop department on horror classic Halloween had to dress serial killer Michael Myers in the cheapest mask they could find in their local fancy dress shop.
Turns out that was a mask of William Shatner, which cost them the princely sum of $2.
They modified it a bit, spray painted it white and made it a bit scarier and it became one of the iconic images of horror cinema.
The cheapo slasher went on to take $70m at the worldwide box office, more than 215 times its $325,000 budget. That makes it the most profitable film ever to feature William Shatner’s face, beating Star Trek II and Miss Congeniality.
Shatner also claims to have gone trick-or-treating in the mask of his own face.
4. Jack o’lanterns were originally made from turnips
The British tradition of carving a scary face into a vegetable was originally done with turnips.
When Irish immigrants took the idea of the jack o’lantern to America, they started using pumpkins, because they were cheaper than turnips.
Not to mention making nicer soup. And lattes.
But we think you’ll agree, turnips are way, way scarier.
5. If you’re in Germany on Halloween, hide the knives
Knives. Hide them, for fear of ghost injury
They celebrate Halloween in Germany, but as a time to honour and respect the dead.
One tradition is to hide all the knives in the house, for fear that returning spirits might injure themselves on any knives that are left out.
There are a number of logical problems with this tradition – not least of which is that ghosts tend to be dead already, so how much damage can a knife realistically do? But if you start applying logic to the idea of the dead walking the Earth…
6. If you’re in Italy, you can enjoy the Beans of the Dead

In Italy they have a traditional Halloween recipe, which is kind of an oval cookie a bit like a macaron. It’s called Fave dei Morti, which roughly translates as Beans of the Dead.
Beans of the Dead sounds like the great lost George A Romero zombie movie nobody’s been waiting for.
7. Chances are, if your trick-or-treat sweets have been poisoned, a family member did it
This almost never happens
There are all kinds of urban myths about the mean old crone or crazed madman in the tumble-down shack slipping poison or dangerous items into cakes and candy for the unsuspecting cherubs who knock on their door on Halloween.
But in reality almost every case of Halloween candy tampering has been performed by a family member.
For example, there was the case of Ronald O’Bryan, who laced his son’s sweets with cyanide in Texas in 1974. Or the case in Detroit in 1970, where 5-year-old Kevin Toston died of a heroin overdose after he found his uncle’s stash of the drug. His family later sprinkled heroin over his Halloween candy to try and protect his uncle.
And of the cases of foreign objects hidden in sweets – like needles or razor blades – all but a handful have been hoaxes, or the media jumping on a story which turned out to be untrue.
There was, however, the case in Manchester of a 23-year-old man who was giving out baggies of cocaine to kids instead of sweets – though he didn’t hide it in any sweets, and police said he’d given the items “in error.”
8. Dancing for treats
According to most experts, inspiration for trick-or-treating came from European “mumming’. Which involved people in costume playing songs and dancing in return for treats.\
It is also thought that beggars began the tradition of trick or treat. While they played no pranks, men often went door to door begging for money. It was mainly the poor that took part, however, wealthy children also joined in.
9. Wearing animal skins
Throughout history, tribes have worn costumes to connect with the spirits of the dead. This often consisted of animal heads and skins.
The tradition lasted the test of time and was used in the modern day celebration of Samhain, which inspired Halloween in the USA.
10. Cabbage night
Coming from a Scottish fortune telling game, girls often used cabbage stumps in order to predict their future husbands on the night of Halloween.
In Framingham, Massachusetts, teens often skipped the fortune telling, and preferred simply throwing cabbage at their neighbours houses.

��у, что ж. Денег нет, но вы держитесь. Музыкальное оборудование конфисковали коллекторы за долги по жку. Хз как мы их проглядели видимо в кроватке шалили. Единственная белая лама умерла от старости (а черным шерсть не окрасить). И внезапно пришло понимание, что рецепта радужного лакомства Кевин и не знает, а соответственно и приготовить не сможет даже при наличие всех ингридиентов. Поэтому было принято решение снова побыть мальчиком на побегушках у местных, авось кто-то рецептом и поделится в благодарность.
Оказалось, у Кевина уже висело невыполненное задание. Но скринов я не нашла и вообще в душе не помнила от кого оно было. Пришлось побегать, попредлагать посылку всем подряд, пока не нашли правильного получателя.
Внезамно чет замерз и проголодался.
такой милаш в этом прикиде, что не могу перестать его скринить... Шапку у мужа утащил

Взяли еще одно задание. И вот вообще неожиданно))
Уууу хитрая карга!
А ее сестричка решила Кевина пирогом подмазать, чтоб не рассказал всем как она в мусоре скакала.
По заданию от бармена отправились в Брамблвудский лес, хоть и весьма сомнительно, что осенью удастся нужные ягоды найти. А в лесу рыжий лис вообще на кроликов отвлекся. А я зависла на его милое пение и мы оба не заметили, как стемнело.
Честно попытался найти хоть один ��лодоносящий куст, но не судьба. Видимо придется в теплице выращивать ягодки. Не зря ж мы в нее последние деньги вбухали.
Поплелся домой.
До дома не дотерпел хдд тебе сколько лет вообще?
Пришлось прямиком в ванную бежать. Благо Джейк ее уже починил и занимался унитазом. В доме из-за испытания сейсмическая активность опять все переломалось... Но электричество есть пока что.
Светанул голой грязной жопкой. Как так можно было с головы до ног обоссаться??? понимаю если б кто помог...

Продали в местную лавку в Хэнфорде все что насобирали в Гранит Фоллз. В итоге выручили достаточно, чтоб убрать еще одно из испытаний на участке, оплатили услуги жкх (около 4000 симеллионов) и на остальное начали таки строить теплицу - скоро зима.
А еще скоро Финчвикская ярмарка, где будет проходить конкус лам, и Кевин непременно хочет принять участие! Поэтому пока Джейк удобряет свои арбузы)), Кевин уже во всю готовит Дарлинг к конкурсу.
Постоянные перебои в электроэнергии, начинают потихоньку выводить из себе... Джейк хотел попробовать приготовить особое лакомство для Дарлинг, но опять обломался. Еще и купон на бесплатную доставку скоро сгорить, а воспользоваться им невозможно - интернета тоже нет!

Очень милый мод на обнимашки во сне.
У деда с утра самого гормоны отплясывают. Проснулся после горячей ночки в кокетливом настроении и от Кевина никак отлипать не собирается.
А вот Кевину не до флирта, что-то нехорошее у него самочувствие. Хотя тест с утречка сделал, там все чисто.
Муж, иди уже... работай! В доме опять электричества нет. Сделай уже что-то с этим!
Пригласили мамулю в гости. Надо бы посоветоваться с мудрой дважды рожавшей женщиной, что это у Кевина за симптомы странные. Маман успокоила, сказала это нормально, бывает. Нужно просто перестать об этом думать.
от греха подальше, я ему пока беременности отключила
Вот только перестать думать о детях не получается...
Кое-как взял себя в руки и вспомнил, что ему вообще-то надо ламой заниматься - у них же конкурс скоро! Пошел опробовал недавно сваренное лакомство. Пока не радужное, но все же.
Джейк как обычно весь в делах своих фермерских. Кевин вот вообще к этим жукам не подходит.
Хз сколько они так стояли пялились друг на друга, у Джейка долго никакое действие не загоралось. Но стоило камеру навести, как тут же решили начать болтать хдд
Наконец-то отлип от пугала и занялся таки проблемой с электричеством. Поставил еще пару ветряков, установил улучшения.
Кевин был так рад свету в доме, что вспомнил про купон на бесплатную доставку. Скорее позвонил, оформил. Но радость была не долгой... Когда курьер постучался в дверь, пришло оповещение, что Дарлинг нас покинула... Эх... А еще купон оказался просроченным...
Беда, как обычно, не приходит одна. Вечером Кевин обнаружил, что что из башни пропало его музыкальное оборудование... И очередные счета пришли, а на счете 776 симолеонов... Мда
